What happens is that string(./foo) in xpath returns "" even for
non-existing nodes. If you combine this with the code to load localized
values (string(./foo[lang('XX_xx')])), then this means we'll get "" for any
non-localized attribute. The patch at
http://paste.fedoraproject.org/51766/66649413/ appears to be working, I
want to play a bit more with it before sending it.
