[Libosinfo] [osinfo-db.libosinfo] Avoid recommended resources being smaller than minimum resources

Those 2 patches fixes a problem originally found when trying to
customize the disk size of RHEL when using GNOME Boxes.

The first one adjusts the values according to:
https://access.redhat.com/articles/rhel-limits

The second one adds a test to avoid any regression on this part.
