[Libosinfo] [osinfo-db-tools PATCH 1/2] meson: respect mandir option

[Roman Bogorodskiy]

There's an osinfo_db_tools_mandir setting that respects meson's 'mandir'
option. Use that for tools man installation dir instead of building
a path based on osinfo_db_tools_datadir.
